4. Realization of measurements based on regional modules for

development of innovation system

We believe that development of innovation system in Azerbaijan should be

implemented based on regional modules. From this point of view the preparation

and implementation of the following measurements is necessary:

 Preparation and realization of measurement on effective integration closed

territorial units;

 Government support for establishment of scientific centers in each region as

well as allocation of technology transfer centers;

 Identification of locations for research institutes and universities, which

deals with innovations for directions of high priority for the government. Such

organizations should be located in regions which are considered to be the

“economic drivers” for the country.

 Development of production-technology infrastructure, innovation-

technology centers, business centers in accordance with investment-innovation

development program;

 Establishment of special economic zones (technical-application and

industrial-production) on territory of Azerbaijan Republic.
